State and Society in Papua New Guinea

The First Twenty-Five Years

ANU E Press, 2004.

ISBNs 9781920942052 9781920942069

Colección: JSTOR

Resumen (en inglés): On the eve of Papua New Guinea’s independence in 1975 there were many – both within the country and outside – who predicted political anarchy, with the possibility of an army coup or authoritarian single-party dominance, and economic collapse. Such fears appeared to have been justified when in 1975 both the North Solomons (Bougainville) and Papua unilaterally declared their independence. In fact, however, PNG achieved a smooth transition, and in its first decade as a new state enjoyed a high degree of political and economic progress. It remains one of the few post-colonial states that has maintained an unbroken record of democratic government. This volume brings together a number of papers written by the author between 1971 and 2001 which address issues of political and economic development and social change in Papua New Guinea. Dr R.J. May is a senior fellow in the Department of Political and Social Change, Research School of Pacific and Asian Studies at The Australian National University. He was formerly a senior economist with the Reserve Bank of Australia and later foundation director of IASER in PNG (now the National Research Institute). In 1976 he was awarded the Independence Medal for his services to banking and research in PNG.

Steady Hands Needed

Reflections on the role of the Secretary of Foreign Affairs and Trade in Australia 1979-1999

ANU E Press, 2008.

Título de la serie/colección: Australia and New Zealand School of Government (ANZSOG).

ISBNs 9781921536137 9781921536120

Colección: JSTOR

Resumen (en inglés): In this monograph, five former secretaries of the Department of Foreign Affairs and Trade (DFAT) reflect on their experiences and the challenges of their times. A far cry from the pukka fantasies of 'Yes Minister', their recollections reveal the realpolitik of the policy front line where the secretary must stay ahead of emerging themes and issues in Australia's international relations while simultaneously exercising governance oversight and providing leadership to a large, professional, diverse and dispersed organisation. From the Cold War to the War on Terror; from the floating of the dollar to GATT and the WTO; managing relations big and small, within our region and without; through relentless administrative reforms, technological change and changes of government; steering DFAT requires 'steady hands'. This collection of public lectures presented in 2006 to the Australian Institute of International Affairs (AIIA) offers an invaluable resource for those with an interest in recent Australian history, foreign policy and public sector administration.

Struggling for Self Reliance

Four case studies of Australian Regional Force Projection in the late 1980s and the 1990s Vol. 171

ANU E Press, 2008.

Título de la serie/colección: Strategic and Defence Studies Centre (SDSC).

ISBNs 9781921536090 9781921536083

Resumen (en inglés): Military force projection is the self-reliant capacity to strike from mainland ports, bases and airfields to protect Australia's sovereignty as well as more distant national interests. Force projection is not just a flex of military muscle in times of emergency or the act of dispatching forces. It is a cycle of force preparation, command, deployment, protection, employment, sustainment, rotation, redeployment and reconstitution. If the Australian Defence Force consistently gets this cycle wrong, then there is something wrong with Australia's defence. This monograph is a force projection audit of four Australian regional force projections in the late 1980s and the 1990s—valid measures of competence. It concludes that Australia is running out of luck and time. The Rudd Government has commissioned a new Defence White paper. This monograph is Exhibit A for change.

Studies in Australian Political Rhetoric

ANU E Press, 2014.

ISBNs 9781925021875 9781925021868

Colección: JSTOR

Resumen (en inglés): This edited collection includes eleven major case studies and one general review of rhetorical contest in Australian politics. The volume showcases the variety of methods available for studying political speech, including historical, theoretical, institutional, and linguistic analyses, and demonstrates the centrality of language use to democratic politics. The chapters reveal errors in rhetorical strategy, the multiple and unstable standards for public speech in Australia, and the links between rhetoric and action. The length of Australian political speech is traversed, from pre-Federation to the Gillard minority government (2010–13), and the topics similarly range from Alfred Deakin’s nation building to Kevin Rudd’s Apology to the Stolen Generations. This fresh collection is intended to stimulate and advance the study of political rhetoric in Australia.
